Nos es grato saludarle con el fin de informarle que la XLIII Asamblea General de la OEA cuyo lema central será “Estrategias Alternativas para el Combate a las Drogas” se llevará a cabo en Antigua, Guatemala del 4 al 6 de junio de 2013. En el marco de dicha Asamblea, habrá tres eventos específicos para la participación de las organizaciones de la sociedad civil (OSC), a saber:
- Conversación Informal entre el Secretario General de la OEA y los Representantes de las Organizaciones de la Sociedad Civil (3 de junio);
- Reunión de Coordinación entre las Organizaciones de la Sociedad Civil (3 de junio); y
- Diálogo de los Jefes de Delegación y el Secretario General con los Representantes de los Trabajadores, Sector Privado, Sociedad Civil y Actores Sociales sobre el tema de la XLIII Asamblea General “Estrategias Alternativas para el Combate a las Drogas” (4 de junio).
Asimismo, los representantes de las OSC aprobadas por el Consejo Permanente de la OEA para participar en la XLIII Asamblea General podrán asistir como observadores a todas las sesiones plenarias y de la Comisión General de la misma…
De acuerdo con el Artículo 10 del Reglamento de la Asamblea General de la OEA, las organizaciones de la sociedad civil que deseen participar bajo la categoría “Invitado Especial” y que estén inscritas en el Registro de Organizaciones de la Sociedad Civil de la OEA deberán remitir una comunicación al Secretario General José Miguel Insulza dirigida al Departamento de Asuntos Internacionales (DAI) (civilsociety@oas.org), en la que indique su interés en participar y los nombres de sus representantes (máximo 2). En el caso de que su organización no esté registrada en la OEA deberá adjuntar además de la carta dirigida al Secretario General de la OEA, los siguientes documentos:
- Acta constitutiva;
- Estatutos;
- Informe anual más reciente;
- Misión institucional de su organización.
Dicha comunicación debe ser enviada con 45 días de antelación (a más tardar el viernes 19 de abril de 2013, a las 5:30pm) al DAI por correo electrónico a civilsociety@oas.org o por fax (202) 458-6319. El plazo, previamente indicado, obedece a que la Secretaría General deberá presentar la lista de OSC que hayan enviado su solicitud para la consideración del Consejo Permanente al menos 30 días antes de la realización de la Asamblea General.

We would like to extend our greetings and inform you that the XLIII OAS General Assembly under the theme of “Alternative Strategies for Combating Drugs” will take place on June 4-6, 2013 in Antigua, Guatemala. In the framework of the General Assembly, there will be three specific events involving the participation of civil society organizations (CSO):
- Informal Conversation between the Secretary General of the OAS and the Representatives of Civil Society Organizations (June 3);
- Coordination meeting for civil society organizations ( June 3); and
- Dialogue of the Heads of Delegation and the Secretary General with Workers, the Private Sector, Civil Society and Social Actor Representatives on the Theme of the General Assembly “Alternative Strategies for Combating Drugs” (June 4).
In addition, civil society representatives that are approved by the OAS Permanent Council to participate in the XLIII OAS General Assembly will be able to attend all plenary and General Committee sessions of the General Assembly as observers.
In accordance with Article 10 of the Rules of Procedure of the General Assembly, civil society organizations that are part of the Registry of Civil Society Organizations in the OAS and wish to participate under the category of “Special Guest” shall submit a letter to Secretary General José Miguel Insulza, addressed to the Department of International Affairs (DIA) (civilsociety@oas.org), indicating their interest in participating and the names of their representatives (maximum 2). Those CSOs that are not registered with the OAS shall present, in addition to the letter addressed to the OAS Secretary General, the following documents:
- Charter or constitution;
- Most recent annual report;
- Statutes
- Institutional mission statement.
The application to attend to the XLIII OAS General Assembly should be sent to DIA at least 45 days in advance (no later than Friday, April 19, 2013 at 5:30pm) by email to civilsociety@oas.org or by fax (202) 458-6319. This deadline is necessary to allow the General Secretariat sufficient time to submit a final list of CSO to the Permanent Council for its consideration at least 30 days prior to the opening of the General Assembly.
